Packaging Demand Fuels Growth of India's Paper Industry Despite Digital Shift
Rising demand from e-commerce, FMCG, food packaging, and retail sectors continues to drive paper industry expansion despite declining consumption of printing and writing paper.

India’s paper industry continues to record steady growth despite the ongoing shift toward digital platforms, driven largely by rising demand for paper-based packaging across e-commerce, food processing, fast-moving consumer goods (FMCG), retail, and logistics sectors. Industry experts say expanding packaging applications have more than compensated for the gradual decline in printing and writing paper consumption.

The rapid expansion of online retail and increasing demand for sustainable packaging solutions have significantly boosted consumption of packaging paper, paperboard, and corrugated materials. Growing awareness of environmentally friendly packaging has further accelerated the adoption of paper-based alternatives across multiple industries.

According to S.V.R. Krishnan, President of the Indian Pulp and Paper Technical Association (IPPTA), India has an annual paper production capacity of around 30 million tonnes, making it one of the world’s leading paper producers. While demand for traditional print products has softened due to digitalisation, the continued expansion of the education and packaging sectors is expected to sustain long-term industry growth.

Despite positive market fundamentals, the industry continues to face significant challenges. Paper manufacturers remain heavily dependent on imported fibre, which accounts for nearly half of the raw material required for domestic production. Rising raw material costs and ageing manufacturing equipment are also placing pressure on production efficiency and profitability.

Industry stakeholders have stressed the need to improve fibre security, expand domestic raw material availability through sustainable forestry and recycling, and modernise existing paper mills with advanced technologies. Investments in automation, energy-efficient equipment, and process optimisation are expected to improve competitiveness while reducing production costs and environmental impact.

The continued growth of packaging applications, supported by booming e-commerce, organised retail, and food delivery services, is reshaping the Indian paper industry’s future. As businesses increasingly adopt recyclable and fibre-based packaging, demand for packaging paper and corrugated products is expected to remain a key driver of industry expansion, reinforcing paper’s role in India’s sustainable packaging ecosystem.
